Mission:  To research, educate and promote smart growth policies in and for Lancaster County.

1.  Develop the organization’s structure to enable effective and efficient means to carry out mission of the Coalition now and in the future.

a.       Recognizing that the strength of the organization comes from the diversity of the member organizations

                                                               i.            Nurture the coalition

1.      Be inclusive of supporting organizations and other stakeholders

a.       Develop constituents in carrying out of our mission

b.      Recruit Constituents and volunteers as committee members

2.      Provide opportunities for member meetings and discussions

a. Annual meeting structured to allow for meaningful interaction and input from endorsing organizations and stakeholders

b. Budget developed to reflect Organizations’ needs to effectively
serve mission

                                                             ii.            Develop budget for immediate needs and project future needs

                                                            iii.            Funding developed for organizations’ sustainability to meet budgeted needs

1.      Develop and maintain pool of outside funding sources

2.      Develop membership funding structure

b.      Organization needs to be structured to be effective and efficient

                                                               i.             Determine Coalitions’ optimal infrastructure

                                                             ii.            Provide for continuation of the organization with a strong and diverse board

Education in the principles of smart growth

a.       Educate the member organizations in principles for consistent message           

b.      The organization and its members will be advocates for smart growth

                                                               i.            Continue to educate on Smart growth

a.     Advocate the County comprehensive plan and smart growth toolbox

b. Identify alignment of Growth Management Plan with the Coalition Principles and the Policy Paper               

                                                             ii.            Work to ensure that the State and County and Municipalities fund Smart Growth initiatives

1.      Seek opportunities for specific advocacy

2.      Support County , Boroughs, Cities and Municipalities in their advancing of smart growth initiatives

a.       Where warranted, assist Municipality at public meetings

b.      Where appropriate support Municipalities through mass media

    3.  Appropriate and ongoing internal and external communication is imperative to carrying out the mission of the organization.

a.Internal communications will keep the endorsing organizations informed of the activities of the organization.

i.  Written media will enable ongoing communications with member organizations

                                                           ii. Website will enable communications internally and externally

b. External communication will enhance broad based education and dissemination of information to the general public

c. Capitalize on opportunities to speak to additional civic groups, special interest groups, and grassroots groups to further the awareness of the SG concept
