Reconvene
constituents - to define in more
detail unaddressed Policy Paper
issues, identified in 2001, that must be addressed beginning in 2006.
2.
Fifteen
municipal reviews – to analyze current
municipal planning conditions
versus their existing comprehensive plans, to identify how these mesh
with
regard to the Growth Management Plan Update and Smart Growth principles. The desired outcome of this process will be
15 “report cards,” which will help municipal officials to prioritize
changes
and excel in the County’s “Smart Growth Audit.”
3.
Two
project juries – to provide an
opportunity for development projects to
come before a jury (consisting of a broad-based mix of experts) to
identify the
merits and deficiencies of proposed development plans.
Ideally, these juries would occur in the
summer and winter.
4.
A series
of “Summits” – to bring experts in
smart growth implementation to the Lancaster County region
to help in the educational process. The
first in the series is anticipated to be a “Density Summit.” We are currently considering other Summit topics,
as well.
5.
Initiate
a model ordinance - in collaboration
with the LIMC and LCPC, to
support Smart Growth and desired outcomes of the Update.
6.
Advocacy
for municipal ordinances and plans – to support
municipalities in
their efforts to enact the necessary zoning and ordinance changes to
support
the implementation of the Update.
7.
E-newsletter
and other public relations efforts – to produce and
provide
widespread distribution of an e-newsletter and other types of
communications as
required.
8.
Educational
support
materials
– to design, develop and print educational support
materials including partnering with local high schools and universities
to
raise awareness of smart growth.
